Już od 1945 roku, a nawet od lat przedwojennych, specjaliści gospodarczy postulowali konieczność budowy w Polsce dużej huty stali jako bazy dla rozwoju przemysłu krajowego. Międzywojenna II Rzeczypospolita była krajem typowo rolniczym z bardzo mizernym przemysłem. Był to wyraźnie widoczne np. w porównaniu do Niemiec, gdzie produkcja stali, będąca wówczas najbardziej miarodajnym wskaźnikiem uprzemysłowienia wynosiła w 1938 r. 19,8 mln. ton, zaś w Polsce 1,44 mln ton.
