Celem rozprawy jest skonstruowanie modeluteoretycznego procedury zgłoszenia robót budowlanych wskazanych w art. 30 ust. 1 ustawy - Prawo budowlane. Został on ukazany przez pryzmat poszczególnych elementów normy administracyjnego prawa materialnego upoważniającej organy administracji architektoniczno-budowlanej do działania. Elementy te stanowią w szczególności: sprzeciw i tzw. "milczenie" organu, zgłoszenie zamiaru inwestycyjnego, pojęcie interesu prawnego oraz kompetencji w kontekście jej podmiotu.
